Since gaining its independence, India has made achieving self-reliance in military and defence production one of its top priorities. India is the top importer of defense goods in the world, and it plans to spend around $220 billion modernizing its armed forces over the next ten years.The Indian government has recently introduced a number of initiatives to promote innovation and entrepreneurship in the Indian business ecosystem, including Make In India, Startup India, Atal Innovation Mission (AIM), etc.
It has also become increasingly obvious that finding a mechanism to quickly incorporate innovation into the arms acquisition process would be necessary if India's military is to achieve its aim of self-sufficiency. The Department of Defense wants to establish an environment that promotes technological advancement and innovation in Defence by engaging R&D institutes, academia, industries, start- ups and even individual innovators.
By involving industries such as MSMEs, start-ups, individual innovators, R&D institutes, and academia, iDEX aspires to create an ecosystem to support innovation and technological development in defence and aerospace. iDEX will be funded and managed by a “Defence Innovation Organisation (DIO)‟ formed as a “not for profit‟ company as per Section 8 of the Companies Act 2013 for this purpose.
iDEX will operate through the budgetary support by the Department of Defence Production, Ministry of Defence through channelization of resources. The Ministry of Finance will allocate the budget head as well as the resources for iDEX on a yearly basis as per the above table. The iDEX processes as per the existing guidelines will continue. To oversee the utilization of funds by DIO, guidelines will be continually updated by DIO as per the need to bring more stringency in due-diligence and financial compliance.

Who Can Apply:
To avail the grants under Support for Prototype and Research Kickstart (SPARK)the eligibility is as follows:
Startups, as defined and recognized by Department of Industrial Policy Promotion (DIPP), Ministry of Commerce and Industry, Government of India.
Any Indian company incorporated under the Companies Act 1956/2013, primarily a Micro, Small and Medium Enterprises (MSME) as defined in the MSME Act, 2006.
Individual innovators are also encouraged to apply (research & academic institutions can use this category to apply)
